If Jack regrew his whole body from just a few pieces, then surely the other pieces that weren't found would also have regrown. Are we going to have the same sort of situation as we had with the Doctor's severed hand?
Jack's head wasn't in the pieces that were found and imprisoned, though part of his skull was, so the rest of the head could theoretically grow into The Face of Boe, as was hinted at a while back in Dr Who and confirmed by actors and production staff alike since. Though, why it remain as just a head is anyone's guess! The missing piece of skull could be why The Face of Boe has no hair, but tendrils in its place instead.
It could be that all of the "missing" pieces regenerated into Jacks (or other Boe-like lifeforms based on the pieces they grew from) and thus these "clones" could be the race referred to as "Boekind" in the Doctor Who series.
Whatever the answer, I'm guessing that we will have a while to wait until this riddle is answered fully (if it ever is).
