Are All Employers Thieves?

I received my pay slip a couple of days ago for the wages I received last week (my current employers seem to think that a payslip need not arrive the same week as the actual pay!). When checking the slip, which was for the week I was on 4 days off, I noticed that I had been paid less than I should. I worked it out and my current employers are paying me 11.2 hours for each of my holiday days, when they should be paying me 12 hours (as this is what I work each day).
Under the rules of TUPE (which is meant protect your employment rights when a new company takes over a contract) all of my terms and conditions should stay the same as they were with the previous company, unless they have "consulted" us over changing them. The incoming company is meant to get T&C details from the previous company and everything should proceed nicely from there.
My current company are telling us all that we are not entitled to 12 hours of holiday pay for each holiday day and are telling us to provide a copy of our T&C's (which they should already have!).
I have just located my T&C's from the previous company, which comprises of a single A3 size sheet of paper with the details filled in by us when we joined! I have also found half a dozen payslips which show that I was getting paid for 12 hours for each holiday day. I hope that this will make a difference, though I very much doubt it.
All this reminds me of the stress I had with my previous company who, although they were paying me for 12 per holiday day, were trying to cheat me out of 3 of those days! Is it just security companies who try to steal from their employees or do all companies do it?

I am considering getting a solicitor onto the problem, but when I attempted to do this last time, none of the 4 companies I contacted even phoned me back. And I refuse to join a union as I just do not trust them at all (I grew up in the 70's & 80's and unions ruined this country for years, and seem to be doing the same thing again lately, i.e. Underground and Royal Mail strikes!).

I just need a new job, without having to go through TUPE, so that all of my terms and conditions are clear and simple and set out in stone from the start! I've still had no luck on the job hunting front and am beginning to suspect foul play again (my CV isn't that bad!).
